Washington Post has compiled a comprehensive database of information regarding members of Congress and their votes.
VoteSmart
Provides extensive information focused on individual members of Congress. There is a Political Courage Test, and a related VoteEasy tool, but these appear to be related to questions, not actual votes. Votesmart categorizes votes into various subjects, so issues important to the voter can be identified and reviewed more easily.
OnTheIssues
Appears similar to VoteSmart, but with less detail on specific votes.
